Bank reform proposal not clear

The proposals made by the finance minister in the national budget to solve the problem of bank sector are not clear. The budget mentions about strict actions against deliberate defaulters, but it is not clear what kind of actions will be taken.

Even after being a model of the development of the whole world, we allocate only 2.2 percent of GDP in our education sector, which is much lower than our neighbors and any underdeveloped country. There is no end of complaints of people about our country`s education system. But to increase the standard of education, the allocation of this sector has to be increased, which we have not yet done.


Ambitious budget in web of tax
To reach an ambitious target of increasing the coverage of taxes, there will be major challenges, though our finance minister is quite optimistic about this. He said that the tax revenue collection can take us to our desired level when we can prevent all misconceptions, corruption, and irregularities in tax revenue management.
Budget is not implementable

There is no precise step in implementing the target income and expenditure set for the 2019-20 budget. As a result, revenue collection, annual development programs, and no other things are applicable. One of the problems in the economy is the increase in private sector investment. But there is no direction in the proposed budget.
No reflect of election manifesto in this budget

There is no reflection of Awami League`s election manifesto in the budget for the fiscal year 2019-20. Apart from some of its inclusions, the manifestation of the election manifesto has not been reflected overall.
Myanmar`s lie
Responsibility can`t be avoided blaming Bangladesh
Without taking Rohingyas back from Bangladesh, Myanmar is continuously lying that Bangladesh is not cooperating with repatriation. Recently Aung San Suu Kyi said, the Muslim population is their biggest challenge. That means they still have their previous position about Rohingyas. Myanmar should stop blaming Bangladesh and take the necessary steps to change this situation.


Budget to pressurize middle class

Although the price of the goods increased, the tax-free income limit did not increase in the past several years. Before the budget, many parties recommended increasing the limit in the next fiscal year. The recommendation for the middle class was not available in the budget proposal. Tax-free income limit has been kept unchanged. 
Dilemma in deficit financing

This budget deficit is 5 percent of the GDP. Here continuity has been maintained. In one place, macroeconomics, especially the internal debts, can fall in crisis. Out of 5 percent of the deficit, 2.7 percent, which means more than half, will come from domestic sources. Most of the deficit budgets in the near future will have come from selling savings certificates, due to which the interest rates of savings certificate have increased a lot.

The size of the current budget has been estimated to be Tk 523,190 crore. This budget is 12.61 percent larger than the budget of the current fiscal year and 18.22 percent higher than the revised budget. We have challenges ahead while implementing this budget. To overcome this challenge, first of all, the skill-transparency-accountability must be ensured.
Budget in line with election manifesto

This year`s budget reflects Awami League`s manifesto in the 11th parliamentary elections. The issues of the manifesto have been given special attention and allocation in the national budget. As a result, the implementation of the government`s declared economic policy and development plan will be easy.
