Ministers to get preferred APSs, gazette to be issued soon

Though the cabinet members are disappointed due to not getting their preferred personal secretaries (PSs), they are going to get APSs (Private Secretaries) as per their choice. New state minister of the Ministry of Public Administration Farhad Hossain confirmed this information to Bangla Insider. He said, APS will be appointed according to the choice of the honorable ministers, state ministers and deputy ministers like before.

According to the will of Prime Minister Sheikh Hasina, the cabinet members have been given the PS without consulting with them. In particular, the decision has been taken as a part of supervising ministers, state ministers, and deputy ministers, and the officials of the Public Administration Ministry said.

Apart from this, some members of the last two cabinets have become controversial because of their PSs and APSs. There have been several complaints of corruption, recruitment trade against many PSs and APSs. Now, to avoid those issues, efforts have been taken to appoint PSs and APSs without consulting the cabinet members.

An official of the Public Administration Ministry said that officers with deputy secretary rank were appointed as the PS of the ministers, state ministers and deputy ministers on the priority basis. Apart from this, ministers, state ministers, and deputy ministers could have their preferred PSs. But the officers would not be below the rank of the first class official.

However, senior assistant secretary-level officials can be the APSs of the cabinet members. But the appointment of APSs will depend on the full will of the ministers, state ministers and deputy ministers, said that official. He said the cabinet members usually appoint APS in political consideration.

He also said that the Ministry of Public Administration will issue notification of the appointment on the basis of the quasi-government letter provided to the cabinet members on the appointment of APS.

The 47-member cabinet was formed on last Monday. There are 24 ministers, 19 state ministers and three deputy ministers apart from the prime minister. The new cabinet has 15 members from the previous cabinet. The Public Administration Ministry provided them new PSs replacing the previous ones.
